Headwaters Park, the last major park to be added to the city, was envisioned as early as 1912 as a way to help control flooding in the area. Several floods and millions of dollars in property damage later, Headwaters Park was completed in four phases between 1995 and 1999, creating a functional, beautiful space that is the home to many of Fort Wayne's celebrations.
Considered the "Lasting Legacy" of the Fort Wayne Bicentennial Celebration, one of the features of Headwaters Park is a ten foot tall statue of Chief Little Turtle that was sculpted by local artist Hector Gar-cia. It was commissioned by the Fort Wayne American Revolution Bicentennial Commission, 1975-76. The molded bust was made of cold poured bronze alloy, formed in the mold originally created by Garcia for the statue. It was given to the Allen County-Fort Wayne Historical Society by the artist in 1984.
